There seems to be a sample of dramatic classical music in the beginning of Hesitant Behaviour by Diabolical Masquerade. Does someone recognise it?

Reminds me of something from a movie or TV soundtrack.

Found it! The winning google search was 'suspense sound effect'. This sound effect is mostly known as 'Evil mind 3' but was originally released as 'FX 6' on the Symphonic Adventures cd by Dick De Benedictis in 1997.

The sound is not part of a full piece, it was written to be used as a sound effect.

Personally, I have heard this sound effect from the cartoons Spongebob Squarepants and South Park + meme culture in general, but there are hundreds of instances of this sound effect being used. I also recognized a few other pieces on the Symphonic Adventures cd, it is quite popular apparently: https://soundeffects.fandom.com/wiki/Dick_De_Benedictis_Music
