What I remember about the cd was this. It was a kid’s genre, maybe country? (definitely acoustic), the cd cover was black with the words made with brown rope. But I never had the cd case, and I had it in the early 2000s. The main singer was an American woman and had a distinct voice.

One of the songs was about a boy named Germs, and something about playing in a sandbox (not sure if it was the same song), and when I think about it the quote “God made dirt, and dirt don’t hurt” gets stuck in my head, and I'm like 99% sure that was in one of the songs.

Could God Made Dirt by Andrew Jackson Jihad be one of the songs of this album?

I haven't found the album cover you are thinking about, but thought this was a start. I will add the details of the album if I find it.
